About Catalyst Health & Safety
Catalyst Health & Safety provides executive-level safety and statutory support to mining operations across Queensland and Western Australia. The business specialises in Site Senior Executive (SSE) support, critical risk management, and the development and assurance of Safety and Health Management Systems that are fit for purpose and regulator-ready.
Catalyst Health & Safety works with owners, boards, and senior site leaders in high-risk, high-consequence environments, focusing on fatal risk, critical controls, and clear accountability. Our approach is practical and proportionate, supporting mining operations through periods of transition, heightened regulatory scrutiny, or where independent assurance and leadership support is required.
The business is led by Keith Butterworth, a senior mining safety and statutory professional with over 15 years’ experience across underground and open-cut operations in Australia. Keith has held senior leadership and Site Senior Executive responsibilities and brings extensive experience in regulator engagement, critical risk management, and the design and review of Safety and Health Management Systems.
Keith’s experience allows Catalyst Health & Safety to provide calm, credible, and practical support where accountability is real and consequences are significant. All engagements are approached with discretion, professionalism, and a clear focus on the risks that matter most.

Frequently Asked Questions
We work with mining and resources organisations across Australia, including owners, operators, Boards, Project Directors, General Managers and Site Senior Executives (SSEs). Engagements range from early-stage projects through to operating sites, care and maintenance, and restart phases.
Both. We provide independent advisory and assurance services, and where required can step in to support sites in acting, mentoring or transition roles, including SSE-level support. The approach is always tailored to the client’s risk profile and governance needs.
Our work is grounded in senior operational and statutory experience, not generic safety advice. We focus on critical risk, regulatory confidence, and practical systems that work in real mining environments. Clients engage us for clarity, independence, and execution, not templates.
Yes. We regularly support clients with regulator engagement, inspections, notices, submissions, and approval readiness. This includes Safety and Health Management Systems, critical control frameworks, and independent reviews to support regulatory confidence.
Absolutely. Many engagements occur during high-risk or high-pressure periods such as:
Leadership or SSE transitions
Project construction, commissioning or restart
Care and maintenance decisions
Incident response and investigation
Regulatory scrutiny or enforcement activity
We are often engaged to provide calm, experienced support when it matters most.
Most engagements begin with an initial discussion to understand your objectives, risk profile and constraints. From there, we propose a clear scope, outcomes, and timeframes so clients know exactly what support they’re receiving.
Yes. All engagements are conducted with strict confidentiality and professional independence. This is particularly important for Board-level, executive, and regulatory-sensitive work.
